    4. (White Sauce) Melt the butter over low heat. Add sifted flour and use a wooden spatula to mix while sautéing.
    5. Heat milk in the microwave (600 W) for 1.5 minutes. It should be slightly warmer than room temperature.
    6. When Step 4 has cooked through, add the milk in three batches, keeping the heat on low. Mix well with a whisk. Once it begins to steam, temporarily raise the heat to medium high.
    7. Return the heat to medium low and, preventing clumps, mix with a wooden spatula and bring to a slight boil (about 15 minutes). Add salt and pepper to taste.

    12. On top of the lasagna from Step 10, add 1/4 of the meat sauce⇒ 1/3 white sauce⇒ in that order.
    13. Using this procedure, make 3 layers, finishing with 2 sheets of lasagna; spread on meat sauce (It will make 4 layers of meat sauce and lasagna).
    14. On the very top, add melting cheese and bake in a preheated 200℃ oven for 20-25 minutes until browned.
